The IMO does not even recommend that cruise ships have guns.

It is technically legal for mariners who are US citizens to carry firearms in US and international waters provided they register their firearms and obtain the proper permits. The international Maritime Organization IMO has no authority to regulate the use of guns on these foreign flagged ship.
For security reasons no firearms knives or other weapons or potentially dangerous items may be taken on shore excursions. A lot of the larger cruise lines do carry a sort of security detachment that is armed. They are certified by the Security Industrial Authority of the United Kingdom and are directly trained by specialists such as the Federal Bureau of Investigation.
They are not armed but there could be weapons aboard for exigent circumstances. Most major cruise lines do not allow passengers to bring firearms on board. They wont discuss this sort of thing with you or I though.
Any allegation of a serious crime committed aboard a Carnival ship sailing from North America is immediately reported to law enforcement in accordance with the Cruise Vessel Security and Safety Act of 2010. This smaller ship will now wait 12 miles out in international waters until the next ship with a security contract is pulling out to sea and then transfer the guns back to contractors on board. Contrary to people who want to believe that the ships are armed but the cruise lines dont want to tip their hand to the terrorists there is in fact no hidden cache of weapons ready to be deployed by the cruise ships security forces.
In most cases carrying a gun on a cruise ship is not allowed. There are lots of rules in ports about not having guns - most of that is because people dont want guns moving in or out of their country - even legal ones. You cant see the guns at Disney World either but rest assured they are there too.
Cruise ships are flagged in foreign countries like the Bahamas or Panama. Instead private security guards perform the check-in. This prohibition is a safety measure.
